To the men south of the nightfort / the first winterfell there was too much risk. Too much weighing on this alliance that could easily be broken. They take down the night king, atleast believe they did. They use sea water, mass amount of it similar to the magic used with the hammer of waters that divided westeros from essos. And entombed the ice dragon winter.
Whenever jon walks across the top of the wall he mentions its as walking down the spine of an ice dragon. Beneath it the belly. Over and over again do they mention the ice dragon and the wall. When sam walks beneath the wall he can taste the drippings of salt water from the weeping ice.
Ice freezes at a much lower temperature in regards to clean water. It is the realms last defence.
