I agree the battle of winterfell and mereen are unfortunate losses. But the story definitely progresses and I liked getting the PoV from other/unknown characters.
Cersei's lesbian escapes can be critiqued but is no way as bad as Loras' characterization in the show. Also, people have diarrea. GRRM has always been about realism, to me that passage is comparable to Tywin dying on the shitter and I think more people hate the passage because of the meme then if it had not existed (the meme).
Jaime chapters are GOAT. Jon and Tyrions were great. I loved following Quentyn from obscurity to death. Ironborn story was a nice view into their culture and brought amazing characters. I didn't care much for the Dorne chapters myself (especially Arianne) but I think those are the only chapters I felt kind of bored.
Also the split didn't hurt the storytelling much for me personally.
Loved following Brienne towards her (supposed) demise. I don't even like Brienne's character that much but her 'death' actually did the most for me, save for Ned. The whole thing about her and Pod going across the entire country on an honerable quest going through so much shit only for it to be ended by a vengeful zombie of a person she (brienne) has always had much respect for was just so.. unfair to it's core. Hadn't picked up on the indicators that she would survive the hanging the first time around.
