Back during the original storyline of The Ultimate Foe, when the Valeyard was on trial and told about his origins, the Doctor said it was a lie but there was a grain of truth to it. I'd agree that plenty of the episode before the final minutes was far from gripping. 'OOoh, a scary creepy fly' - it's scary because the Doctor tells you that it scares him, because reason. The monster is just a vague boogeyman, and there's padding out with things like the Sherlock segments.
