No to both of your questions. Tarkovsky has admitted himself that he doesn't try to convey a definite meaning with contrivances like use of color, symbolism behind those colors or the imagery itself. Even the specific details of the plot or the world like your question about the ocean.
Joking aside, this movie really wasn't that bad. Underneath all the memes and bad dialogue it's actually a pretty deep and entertaining film. So what if there are a bunch of main characters? The original trilogy had a bunch of main characters too and they're hailed as some of the greatest achievements in cinema.
For once I'd like to see more people actually praise this movie. Unless someone is holding a gun to your head I don't see why you have to say it's bad just to fit into the status quo. Come on, I mean, it's been almost 20 years...

Throughout all this Ghostbusters remake hullabaloo, where was the hate train for the remakes of Robocop and Total Recall?
I felt like I was the only one that was truly livid that two classic Verhoeven movies were being tainted with boorishly CGI driven imitators, and still haven't seen either out of protest.
Yet, people were okay with Total Recall (despite the charisma vacuum that is Colin Farrell) and people even LIKED the new Robocop despite it lacking any good satire (A parody of Fox News and Bill O'Reilly? Oh my god this has never been done before!)...
