s1 was the perfect buddy cop show with spooky undertones, the use of rust as an unreliable narrator and the southern occult setting really made the show something special. The director had a good eye for shots of the Louisiana skyline, shame s2 was pure shlock and didn't delve deeper into the grand conspiracy.

Lex kept refining his original plan based on opportunity. Zemo's made no sense whatsoever...how did he know (for instance) Cap would automatically side with Bucky? That he would engage in a showdown with Stark? That Bucky would tell him about the other Winter Soldiers? Etc.
