I'm guessing the season 2 finale and season 3 premiere are connected so they'll air them close to each other like Jail Break and Full Disclosure. As for the TBA episodes, it doesn't make sense that the whole rest of the season would be announced but these two, so probably either they don't exist, are part of season 3, or are included due to some technicality (eg Gem Harvest being a two-parter so it takes up two slots or something of that sort).
24 episodes - 2 TBA episodes - season 3 premiere = rest of season 2B, and the whole schedule fits.
