IMO, the problem is two-fold.
For all the criticism that RWBY gets, it's clearly the only RT content substantial enough to drive discussion. As good as Camp Camp is, apparently it's not enough to rejuvenate the general. So we have the typical 4chan general thread problem of lacking new content and the nosedive in quality that entails.
Being in /trash/ isn't helpful either, as we're less visible and are pretty much prevented from attracting new posters.
Both of these should be fixed once Volume 4 starts, at least.

Are there actually any Jaune ships besides Arkos, White Knight and Lancaster? One is literally dead, one considers him a weak buddy at at best, and one has been shown to barely be able to stand him. He has literally no interaction with anyone else besides Nora and when Yang patted his head.
