If you assume that a poor offense is usually because of the QB, that logic holds. Problem is there are just as many players on that side of the ball as there are on defense. An offense can stall because of bad throws, bad pocket presence, and a failure to read the defense, but it's also affected by poorly run routes, stone hands, missed blocks, lack of running lanes, RBs missing their holes, lack of separation, poor game planning, and poor coaching.
His argument seems to follow the logic of someone who only watches the QB when the offense is on the field, and doesn't know where to look when the defense is on the field (hence, why they never blame a single player when the defense fails to stop a run or a catch).

my offseason project this summer was creating an algorithm to rank qb's.
The career score is the final stat for that, ranked on three things, regular season, postseason, and longevity(how long the qb has played as a starter.)
for the regular season I've made a W.A.R. stat per 16 games which is basically saying how effective that qb is in their average season vs. an average nfl starting qb.
Added in are the postseason modifier and longevity modifiers.
the only requirement to be on the list is a minimum of 80 starts and the qb must have been drafted 1995(or weren't drafted) or later.
I will eventually add qb's from previous generations but this is just the list so far.
any questions feel free to ask, this isn't perfect by any means but I just made this for fun.

The lack of healthy talent on the offensive simply did not allow for them to play in their natural flow.
