The reason Mercedes aren't bringing the hammer down on Hammertime is if they blamed him for the crash then so would the stewards - and that would mean a 10-place grid penalty for HAM at Monaco. A 10-place grid penalty would mean he'd have no chance to win. Thus the team got its story together and everyone agreed to pretend "we're both at fault" so as to protect the team from losing even more points at the next race.
Note the crucial phrase "Having heard extensively from both drivers and from the team" in the FIA's decision not to penalize:

It's pretty clear that Merc are indeed being ginger about that Ham 10 place grid penalty potential. If there is no immediate penalty then he obviously should have gotten some points taken off or whatever the system is. Didn't Max get something like that for Monaco 2015? Button definitely did for his contact with Maldonado in China but that was a bit more clear cut.
Hamilton is fucked for this season though. He is going to have at least one, probably two grid penalties for extra PU components as he's already on the 4th one on many of them. Also having just watched Hamilton's POV of the accident, I think he thought he would be able to overtake on the grass or something, or 2 wheels on grass.
He doesn't actually come off the throttle until he is already on the grass for some time and then starts breaking, at which points he loses it pretty much. It reminds me of that incident between Ros Ham at Bahrain in 2012 where he overtook Rosberg basically off track and didn't lift at all, except this time there was grass there.
The accident was partially caused by Rosberg going slow but the car behind has to react to shit like that. And Hamilton was aware of it and his reaction to the whole thing was to not lift AT ALL and try to carry crazy momentum into an overtake on the inside. Had he breaked or eased off then he could have handled the situation better. rosberg basically closed the door by moving right and hamilton thought he was going to be clever and cuck rosbergs strategy (e.g barrichello on schumi at hungary) by going past him on the inside because he read Nicos move as him trying to force Hamilton onto the outside. He probably assumed in his rage and based on Nicos beta driving that he would yield and leave a space there for him, which he didn't.
This situation is a bit like (using the rubens schumi incident as an example) if Schumi started the straight and moved right to the barrier on the right hand side before Barrichello was alongside him (and then Rubens crashing into the wall and complaining that Schumi didn't leave him space).
Alonso's "leave da space" rant is actually not valid in the situation where he said it because Rosberg just drives all the way to the edge of the track before Alonso is alongside him. He knows Alonso wants the inside line and blocks it, but if he blocks it before Alonso is on his side, he can do that as you can select whatever line you want.
So its basically Hamilton's fault for reacting so shittily to the situation. If someone takes the maximum inside line to a corner or straight then you cant complain that theres no space on the inside because you're not entitled to it, being behind the car

Sure I can. There's passing, and there's being stupid - and Hamilton's pass was idiotic. It wasn't a standard pass attempt at all. Putting a car in the grass even under the best of circumstances is usually a recipe for a crash. In this case he took out his teammate too, and cost his team what was probably going to be 43 points. Hamilton got exactly the right penalty for being so stupid: he crashed.
Unfortunately Rosberg was also penalized just as much for Hamilton's stupidity.
As far as Gimi and the usual processional at the front of the field, when the cost of a failed pass is likely having to pit to change tires (since both Amx and Gimi were nursing their tires to the end) passing is never even going to be attempted.
When a series is fundamentally not very competitive, and the price of failure is wildly higher than the reward for success, the "racing" will often be a circulatory formality.
