If the scenario is he has no FM experience then it'll allow him to learn how it works in its most basic form, experiment quite a bit tactically and have the resources to try a variety of things such as scouting, negotiating, and basically everything involved in transfers not to mention maybe board requests.
It makes far more sense for a beginner to go in at a bigger team than at a smaller team where he will struggle to remain in the job, lose a lot of games almost regardless of what he does and have very little if any resources to use to improve the team. To me that sounds like a recipe for frustrating the shit out of a newbie and ensuring he never plays again.

But because they don't get massive cash infusions anymore, they've trimmed their squad into a ~15 man unit of world class players who play nearly every game. Their captain scored 53 goals in 58 matches last season. It's fucking maddening.

He has peaked and didn't get any arrows in over 6 months. He's really not a great CB at all, the only thing he has going for him is that he's fast - overall he's not a CL tier defender though imo, and that is what I am looking for.
His crossing and work rate make me think he won't be a good wing back either - of course he's a great defender for a wing back and very strong physically, but I think I could get a faster wing back with better crossing and work rate in.
I also have 6-7 EU-foreigners in my first team (depending on injuries) and I can only have 5 in my matchday squad.

Counter, direct, high tempo.
Use a DM. If the team is all around good, allow the DM to use his best judgement. If one player on their team is a world-eating god, then set the DM to man mark/ mark tightly/ close down always/ tackle hard. Take that player out of the game as much as possible.
Find out what formation they're running and set yourself up to attack their weakness. If they've got 3 AMCs and no wings, then clear ball to flanks and exploit the flanks. If they're running a 4-2-4, then put a diamond in the middle, set hassle opponents/get stuck in, and set tackling hard closing down always to the two MCs. Choke down the center of the pitch and deny them the ability to play their way as much as possible.
If any players are fatigued (at or less than 90% at the start) set closing down always and tackle hard onto them and try to murderball them out of the game.
