McGregor is used to using leverage against the UFC that they have never encountered before. They have bent to his every whim thus far.
Now that he lost to Nate, the UFC is going to try to strongarm him moreso back into their control.
My best guess is that McGregor said "I want X amount for UFC 200, take it or leave it" (probably a ridiculous amount like $15M) and the UFC tried to tell him no, so his response was fine, he'll retire.
The UFC is sick of being bitched around by him for so much money in comparison to everyone else, but Conor knows his own value and goes all in on himself day in, day out. They call his bluff and he says fuck you you will, you'll lose more if I pull out of 200 and never fight again.
The only thing about this is that if the talks with GSP are real, they might be trying to hook GSP back because of Conor's leveraging. GSP would likely take less than Conor to come back and headline 200, and the UFC would make just as much if he did.

USADA was paid $100K several times by Mayweather Promotions to sanction clean results of Floyd Mayweather tests. When a lawsuit was filed in a bout contract for an independent analysis of Floyds samples, USADA refused to provide anything.
USADA was only retained for the UFC due to the fact that Jon Jones tested positive in Dec ’14 for cocaine and diluted Testosterone : Epi ratio. Jones historic T:E ratio has been 1.4:1
Jones provided three samples to the NSAC and his first result was .26:1 due to masking agent and 2 subsequent tests showed his Testosterone levels declined further to .09:1 by the third test as his IV masking agent dilution had time to circulate.
Immediately after this incident, the UFC hired USADA to become the exclusive testing organization.
