Seems like the FFP limitations were calculated after my first season in the prem where I had about 2k average attendance for half the season and barely fought off relegation.

yes. you can try checking the u21 and u19 national squads for those countries (eastern european EU countries are often your best bet), sometimes they have low-reputation players without clubs.
but unless you can manage to sign a staff member with knowledge of another country, they won't show up in your search screen
also, you might want to go into the 'filters' menu and tick 'show realistic transfers' to cut out some of the noise
