in preseason they do specific training, or hire players already conditioned. over half matches are played in altitude
I mean it's true that Bolivar and The Strongest are the biggest teams, coincidently playing in altitude. the thing is that the main reason they win is because they're the richer teams and can hire the best players, not just because of altitude. or else they'd have a couple libertadores, yet bolivia has never reached even a final

I don't disagree with this. They'll still very regularly play at altitude within the league so whilst there might be a slight disadvantage compared to if it were say a neutral ground it isn't too much.
The major difference comes when its teams/new players who rarely play at altitude so you'd more likely see the biggest advantage when betting Bolivian league games at the start of the season if a team that plays at low altitude at home signs a bunch of players from abroad who have little experience of playing at altitude and they are away to a high altitude team early on in the season. But I'd guess 99% of Bolivian league is domestic players anyway so something like Libertadores is a much better chance for something like that to come up.
