The fact of the matter is the NFL simply does not call it. It's accepted that a hail mary play is going to be hectic and that offensive holding will occur 95% of the time. To help the integrity of the game, they let it slide. After all, the defensive backfield should be able to handle a prayer bomb on their own.
They do this literally every time. It isn't even mentionable and I can always tell who is new or inexperienced to football because they will not stop bleating on about it.
