The difference is that I think TCU's resume last year was better than ND's this year, and that OSU's last year was worse than Oklahoma's this year.
The 13th game mattered so much because it was OSU's second big opponent. Oklahoma doesn't need that 13th game because they already have three big opponents within their 12, something OSU did not have.
I don't at all buy that the quality of loss measurement outweighs the difference in quality of wins. Because they play all the top teams in their conference instead of being one of them and playing some of them. For example, Indiana played Iowa, Ohio State, Michigan and Michigan State this year. OSU didn't have a chance to play Iowa due to scheduling cycles, and can only play Michigan and MSU because they can't play themselves.
