Sure, it's just extremely difficult. Think of US players before academies and such started popping up in the states.
Youth development is a huge part of pro leagues these days, missing out on early motor and skill fundamentals puts you way behind curve. I think it's possible to find a gifted athlete who can be a mediocre crossover though.
