The current CL/EL is biased in favour of continental teams because their domestic leagues are easier, meaning that English teams that have to fight blood and sweat every match have a disadvantage. This can be seen by Tottenham resting their side in the first leg vs Dortmund for Aston Villa - even the lowest team here gives you a fight, whereas FC Traktor or Real Paella will roll over and just ask you don't score 5
What would solve this would be a Europe-wide league system with as many tiers as needs be, 20 teams per tier with 3 relegation/promotion spots and a series of cups that span either 2 or 4 tiers to keep a non-league competition relevant, with potential upsets and all
This would have numerous good effects for football:
>There would be no disadvantage for teams with tough domestic leagues
>Fans of leagues that have 1 established winner (France, Germany, Italy, Spain but with 2) would actually have a reason to follow the league if not a fan of aforementioned team
>Winning the first tier would have the prestige of a CL win but every team would be on an even footing
To split teams into divisions you could do it using results over past 5 seasons (including in European competitions because people would get butthurt if they didn't) with a multiplier based on UEFA coefficient so you don't get teams like BATE Borisov in the first tier because they always win their domestic league
Since teams would inevitably whine about their position if they weren't in the first tier, ban transfers for a season so there is a year for things to even out and teams to find their correct tiers
