We are not high test machos but neither is it easy to get guns in Slovenia unless you're a hunter, a policeman, a soldier. The social conditions for school shootings in the U.S. should be pretty obvious to anyone by now. Public schools in the U.S. have retarded policies when it comes to bullying, assuming any given school even tries to intervene or arbitrate this stuff. Teachers also have shit salaries, and to my knowledge aren't required to undergo any special training that might include something like basic child psychology. They really aren't equipped to deal with children, and at times, teachers can have pretty contentious relationships with some of their students, or just exacerbate problems with students who are antisocial or have learning disabilities.
From what I remember reading, one of those Columbine guys fit the profile of a clinical psychopath, but no one around him made any effort to edge him toward any treatment path. I think his friend went along with his plans because the boys bonded over the fact that they were mutually ostracized by other students, and thus fed off each other, allowing things to escalate to the degree they did.

It gets worse than that. Public schools are terrified to go near the subject of sex ed due to issues like contraception versus abstinence-only education. Corporal punishment in American schools isn't against any law, except in a few specific states that have banned it. I don't believe most have. But the medical community is generally in consensus that corporal punishment against children is more detrimental to their psyche than not.

Uh, no. The staff just doesn't care. There are a multitude of ways to deal with bullies, with suspension probably being the most effective. Send them home with a note explaining why they were suspended, and let their parents deal with it. Assuming their parents aren't deadbeats who just don't give a shit.
Problem is, schools are doing literally nothing about it - no suspension, nothing. I'm not entirely sure why, but I think it has to do with appeasing parents. The more suspensions the school hands out, the more upset parents get, and then school staff has to get involved in mediation with the parents, which they probably don't want to do because they're underpaid and don't give a shit about their jobs besides showing up for work every day.

All the adults get relatively well paid and cushy jobs for someone who has no education. They get free health-care. The works.

The kids are back to begging on the street or snatching purses from old ladies. All the adults have quit their jobs - anything below upper-level management is below them, supposedly.

Serbia has the 2nd most guns per capita in the world, literally everyone is armed to the teeth. There aren't even gun permits or anything, I literally have an AK-47 in my basement that my uncle gave me, and people know I have it, police didn't knock on my door yet, and probably never will. As for bullying, I live in a 150-200k people city, which isn't exactly small by Serbian standards, and I've never seen anyone get bullied during my school years. Also, contrary to foreign belief, there's not a lot of crime here. For example, in my city, some lad got shanked two years ago, and that's the biggest incident that happened IN YEARS.
