This image seems unique. The resolution is way too high for the kind of hardware that is captured in the pic.
Looks like a late 80s to mid 90s setup, but the image itself appears to be have been captured with a digital camera. Digital cameras didn't really take off until the early 2000s, and even then, film was very prevalent.
I suspect someone took some old yet functioning hardware they had in their basement or something and set it up. I have a working computer from 1994, running Windows 3.11UI can be comfy

You get what you pay for.
Some of the older village & town developments were born through the necessities of industries like agriculture, not art. Older dwellings, as you correctly put, are more spacious and aesthetic. But, with older housing, you get older problems, which can damage your health if you don't pay to have these old problems rectified.
The modern equivalents cost an absolute bomb - anything cheaper and the room sizes are pathetically small & bland and, actually, the building quality can be pretty low meaning upkeep is depressingly expensive.
I have an old shed I can rent you if you want. It's damp, drafty but made of natural wood which sortof makes it pleasant. It's got one bulb, which is it's electrical supply, no running water unless you syphon some from the muddy ground around it, and the window is single glazed. You could fit two bunkbeds in it. Nostalgia, anyone?
