Main reason is because /a/ usually is full of current running anime or manga. So older anime and manga is either overlooked or laughed at.

The only board that actually deals with older anime and manga well is /m/ because it's part of the culture.

It is very limiting for obvious reasons, so a board for older and obscure anime and manga would be swell.

Yes, and? People want to talk about what's "hot". People want to be a part of the cultural consciousness and discuss shows as they air with like-minded people. That's far easier to accomplish with a new series. We talk about lurking more and having a high watch-count but the fact of the matter is that most people are newfags who only want to discuss what's accessible and popular. The amount of people who will have seen Madoka and Gurren Lagann will far outnumber the number of people who've seen Nurse Angel Ririka and Generator Gawl. Many pre-2000 anime have been lost to time due to a lack of visibility, access, critical acclaim, and notoriety. People would rather talk about what anime they saw on Toonami (or its equivalents) as an adolescent or seasonal shit rather than scour the Internet for hidden gems and forgotten treasures. /a/ being full of current anime and manga is no one's fault. As time goes by, older series will be lost to the ether.

Older anime threads get frequent replies and I see very little shitposting or trolling. In fact, I see a thread right now with 200+ replies. They may be overlooked, but as I said earlier, people want to talk about what's current and topical.

If there's already such a low amount of retro discussion on /a/ as is what would an entirely new board solve?

How about going the other way around?
Make an anime board that only discusses the newest seasonal anime. Once the show has no more content airing in the current season, it goes to /a/. But if it's for example the Berserk CGI anime that begins tomorrow with Summer season, it must go to the seasonal anime board, and cannot go to /a/ until Fall/Autumn season starts (assuming that the Berserk anime is a 12-13 episode show).

For topics that are wholly separate from existing board topic, yes. Retro anime can already be discussed on /a/ or /m/, there's nothing stopping you except a lack of interest from those those boards, which again would not be solved by creating an independent board.

I don't see the point in this. Just seems like needlessly stifling discussion and creating solutions to problems that don't even exist. Discussion on /a/ is pretty fluid. Just as an example, you can start a thread to talk about the new episode of the obligatory seasonal battle harem show, and then over the course of that people compare it to other battle harem series or shows airing that series, and then discussion turns into people talking about their favorite harems, eventually turning into a discussion about one of those favorites. Natural conversations like that are what I like about /a/, and so I don't really see the value in limiting them by needlessly splitting the board.

They probably want it for the community. /vr/, while not perfect (it's slowly been getting worse since it's inception, as all boards do), is magnitudes better than /v/. I imagine /ar/ would be the same.

I'm not too strongly for or against /ar/ since I haven't watched that much anime but as a fan of /vr/ I can definitely see the pros.
