get rid of pc gaming and replace it with online gaming. /pcg/ has the issue of fragmented discussion for games that come out on both consoles and pcs whereas online gaming covers the bulk of pc gaming and does not draw lines based on medium.
get rid of /fil/, as there's currently no issue with discussing flicks in /tv/.

Podcasts are alive. There's podcast threads in /tv/ for some reason because they have no where else to go.

There's little manga discussion in /a/ anyways. It's mostly for anime. Adding comics and cartoons to one board is utterly arbitrary. Giving them new boards would give them more space.
Just as an example, Iczer-1 got a 300 post thread on /m/ recently. Something as niche as that would never get a 300 post thread on /a/. It just couldn't survive in a sea of other more popular topics. Adding more boards gives more breathing space for discussion.

Same issues. Current blockbusters and tv shows dominate the board. Splitting it gives you 20 pages instead of 10 to discuss topics.

They aren't. Mods swiftly delete them because of competition and they see it as someone using the site without paying for self serve advertisement. Over the years on different boards there have been several long term anon produced podcasts, so not even commercial, which were brutally destroyed by mods, causing a lot of outrage in the process.
Basically m00t/mods didn't want them because they don't like the idea of anons being able to captivate an audience that wasn't directly on 4chan. It is the same mentality which the site was founded on in many ways.
I guess they don't really care about youtube videos as deleting them would cause them to bleed far more users than deleting and banning people posting podcasts.
