It's easy, OP. Hiro just needs to grant every request on this board:
1. Delete /pol/. Political discussion on 4chan is now banned.
2. Generals are banned, as well as anyone who ever posted in one.
3. Any user who mentions R*ddit is range banned, the thread they mentioned it in is deleted, and all users who posted in it are banned for at least a month, no appeals.
4. Sound webms are allowed, but only if they are screamers.
5. Rule 15 is repealed: Ponies can now be posted anywhere, at anytime, for any reason.
6. /a/ becomes a containment board. Anime cannot be posted outside of /a/. Mentioning the existence of Japan, or anything related to it, outside of /a/ becomes a bannable offense.
7. Finally, now that 4chan has been fixed, /qa/ is no longer necessary and is deleted.

Serious question I'm asking, why are blue boards even needed anymore? The only point of a blue board to begin with was that so porn wasn't allowed. However as the years have gone on the point of a blue board is becoming more and more moot. First off porn will get spammed on blue boards like /v/ and /tv/ no matter what happens. It even happens on /sp/ as well. If you ban the people spamming porn they'll just restart their router and do it all over again. Secondly, this is an 18+ website, and yet moot seemed to forget about that. I guess maybe he thought people would be browsing 4chan at work or in public, but seriously why are you browsing 4chan in public to begin with?
The point is, blue boards should be a thing of the past now. Porn should be allowed to be posted on certain boards like /v/ and /a/ without consequence. The rules need to become laxer on this.

Banners and ads seem to drive it home pretty fine. You can go wherever you want here but are always reminded of what the site is founded for and caters to.
Anyone just discovering 4chan and reading up on it sees moot made it for anime discussion and sold it to a Japanese guy to bring it back to its roots in his words. Thus it stands to reason that you will find anime has a wide influence on the site. It is not all-dominating otherwise other topical boards wouldn't exist, but you're just plain blind/braindead if you have seen/learned these things and think the place isn't anime-leaning.
To say otherwise about 4chan's origin and focus is just willful ignorance, albeit a lot of people do precisely that.

Can we please get rid of /a/? The majority of the negative elements of 4chan spawn from there. By their own admission /a/ users don't use the rest of the site (calling anyone who dares use another board a "crossboarder",) and regularly post off-topic shitposting on other boards to try to derail conversations.
Anime is used in the same way as My Little Pony was before it was banned- it is spammed on boards like /k/ or /tv/ to rile up posters. Anime posters on /v/ create off-topic threads to dump pornography in or discuss waifus; attempts by /v/ to self-moderate this unwelcome presence has been met with a great deal of entitled crying from the anime crowd.
Worse than that, the moderators have time and time again defended their bad behavior and encouraged it on their home board. This behavior is then carried to other boards. Anime posters spam, post low-effort posts (such as "#character is cute! CUTE!",) and generally contribute nothing of value to discussions.
It's become painfully obvious that there are two groups on 4chan- 4chan users, and /a/ users. The two are completely incompatible. It's time for /a/ to take some responsibility for their actions, and its time that anime be moderated like the off-topic content it is.
To start with, I propose the following change to Global Rule 15:
