Those civilizations appear to all be comparable in level of advancement.

Most likely what happened is people came together and formed settlements and started making relatively simple stone buildings in many parts of the world, and for whatever reason got wiped out or abandoned the settlements.

This could have continued for some time before a stable, more permanent settlement emerged.

This all culminated with the greeks/romans, who had plumbing and many modern inventions and ideas. Theres even a clock work mechanism dated to the end of the greeks found in a sunken ship off the coast. That clockwork mechanism is considered the first mechanical computer and such intricacy of design wouldnt be seen again until the rennaisance.

when the roman empire fell, civilization regressed for centuries.

We went through a social collapse, only less noticable from our modern perspective since we're used to computers and stuff.

I agree. People thousands of years ago were as intelligent or more so than the average person today. Unlike modern people in first world countries, who take technology for granted and can get by without even knowing the basic principles of the technology they rely on, ancient people had to solve practical problems on a daily basis to survive and thrive.

Thats a great point you've brought up, and certainly explains how modern people are so mystified by how people could have built large structures with basic low-tech hand tools.

Its doable, if you use your brain (such as applying mechanical advantage, or using water to reduce friction on sand to transport blocks over it, or grinding sand into blocks to cut them despite not having sturdy steel tools).

I admit I know nothing about what you mentioned. Ill research it. I wouldnt be surprised if the earth experienced lots of floods at some point (I mean the ice age ended and all that ice turned into water) but I dont think the entire surface could be covered in water in one flood.
