The key element being, as you said, that it is necessary to rebuke your brother who has wronged you, and for them to repent, before you can forgive them. Forgiveness in that case becomes, I would argue, a self righteous act, while true forgiveness is an act of selfless mercy to one who repents. My parish has done the same for a Catholic Syrian family, which I wholeheartedly support. They had an initial income from the parish (not the government) of $44k per year and are now all settled with jobs.
