Had mine when we were young. I took care of him while she finished school (helps that I work at home). I feel like a dick sometimes, because every accomplishment I help him earn makes me feel like, "Yeah, I fostered this incredible, passive, advanced little joker." Well, on a societal level you have to implement natalist policies. For example:
-Propaganda, at all levels of society. Posters in the streets, adverts on television, flyers, films and series about how great parenting is, even for kids. In school, in the workplace, etc.
-Government recognition (medals, etc), media attention for large families.
-Free parenting classes, maternity packages for new parents.
-Long parental leaves for men and women
-Tax breaks for married couples, large families
-Tax on childlessness
-Salary for stay at home mothers
And that's just the very basic. If all of that still doesn't work, you can block high ranking public jobs to people who don't have at least to childrens, or go as far as banning contraception.

People don't have kids for all sorts of reason, I won't have them because by doing that you expose yourself to the force of the state who can both take that child away from you and then force you to pay to support it.
I think the larger problem is that women want kids but they don't want to trust men or rely on them. Feminism has told them that being independent is more important and to get a career first and stigmatized motherhood. To rely on a man is to show weakness and to be vulnerable. Traditionally these things were seen as attractive feminine traits but this was destroyed by the ideology of feminism and their abuse of the power of the state.

I come from a working class background and went to a pretty well respected uni, so here's some notes for comparison.
The girls that didn't pursue higher education all had kids early - some through poor choices and inability to understand how contraception works, but a surprising amount did it simply because they wanted to be mothers, either because they came from a large family and wanted one themselves or because they'd always dreamed of having a child to look after.
Very few of the girls I know that went to university want children - they seem to take every opportunity to state that they want quite the opposite and it's ended a couple of relationships for me. Often the reasons not to want kids revolve around career or travelling. "I couldn't have a kid because it would hold me back at work". "I want to travel the world and have adventures". My favourite is the pseudo intellectual, save the world response "humans are killing the planet and I don't want to contribute." In fairness the latter often comes from lefty couples. The majority of these girls refuse to grow up and have unrealistic expectations of what's "owed" to them. A perpetual state of childhood is preferred to raising one of their own. I also noticed that many of these girls come from small families or divorced households, which could be a factor.

In reality they can raise the child fine. I've had a few friends who got their girlfriend pregnant and are great fathers. Their relationships with their partners however aren't that great for the majority of them. This is why it's important to get married or have a stable relationship before having children. Having a child will create stress on your relationship and just make it harder to stay together unless you trust and understand how your partner needs you to act in a given situation.
