From my perspective one of the largest obstacles to Somalia at the moment is Islam's relative success compared to that of the rest of your population. I'd attempt to basically beg the US, even Kenya to offer economic aid and infrastructure building projects as a means to combat the relative success of Al Shabaab. Ay economic improvement would undermine them(or at least you argue so), and you pitch all plea's for help in a similar manner: We are an ISIS/Al Queda recruiting ground. In reality it, alongside Yemen are the two strongest area's of Al Queda's control, but your pitching to the west so... maybe they'll bite.
Honestly the main problem your country has is that there isn't much of value there other than strategic positioning. I'd be surprised to see the current territorial holdings of Somalia drag yourself up from the dirt because the threat to the lives of any high profile movers would be too severe to encourage it and any gains easily sabotaged. Your best bet would be to play your strategic positioning as happened during the cold war but use any money for creating a basic economy and infrastructure rather than like in the past, massive military spending...
But if anyone is going to be pitching for aid, I doubt it will be civil servants, or farmers, but Generals so... I wish you good luck.

Well, I think an advantage that underdeveloped countries have, is that SJW and political correctness doesn't exist and it's virtually repulsive and incomprehensible to most of the population (the only ones pushing this bullshit are the international NGO's and faggot volunteers).
So a good way to start, would be trying to re-educate some of the young men around you, your friends, explaining to them how important is to have a feeling of national pride and commitment. How the country is not going to fix itself and how are people (your leaders) benefiting from the rampant misery that is destroying generations after generations of Somalians. Try to fuel feelings of anger, impotence and patriotism in them. This will be the foundation of your political movement. Just make sure not to speak too openly and publicly, better to go slow and safe, than get jailed and shot by government officials.

Long story short, improved prosperity can only be provided by organizing society. This requires a strong, stable government with a monopoly on force. Trying to achieve advanced infrastructure like water treatment is pointless if looters are going to be given free reign to make off with copper piping and other equipment.
