In reality it, alongside Yemen are the two strongest area's of Al Queda's control, but your pitching to the west so... maybe they'll bite.
Honestly the main problem your country has is that there isn't much of value there other than strategic positioning. I'd be surprised to see the current territorial holdings of Somalia drag yourself up from the dirt because the threat to the lives of any high profile movers would be too severe to encourage it and any gains easily sabotaged. Your best bet would be to play your strategic positioning as happened during the cold war but use any money for creating a basic economy and infrastructure rather than like in the past, massive military spending...

You should save money, and start a business. Think about what goods or services your community needs. Tools for farming or fishing? A bank that provides microloans and microsavings? Fertilizer or crop seeds?
