He didn't just take land for no reason, but the important part is that he knowingly and willingly violated other countries' sovereignty and led Britain and France to declare war, as they had promised.
He was manipulative and engaged in quite a few dirty deals to get into power, but the German people did vote for him.
The story of how it came to genocide is kind of a weird one. One of their original plans, if I remember correctly, was to put all the Jews in Madagascar, and you can see that early on in the conflict they would expel Jews or force them into Ghettos instead of killing them.
