Weights stay heavy water containers can be drained. It saves time and effort to just drain tanks instead of offloading weights. Plus you can drain some tanks and not others to test imbalanced loads much easier than moving weights about. Also if an imbalanced load test gets out of hand you can rebalance the load easily by moving the water via all the hoses.
