Yes, but the UN doesn't really have any power in this scenario. It's like Taiwan. Very few nations recognize Taiwan, like off of the top of my head the only one I know for certain is the Vatican.
So, for everyone else involved, Taiwan is Chinese Taipei. It's a defacto nation, but any country that recognizes it either recognizes it as an independent nation or as the rightful Chinese government in exile.
So, what you get is if Taiwan gets recognition as an independent nation then China will be unable to claim that as a territory in the future. If Taiwan is accepted as the legitimate government of China, then it becomes a cluster fuck to deal with the People's Republic of China.
TL:DR; Jerusalem is a defacto Israeli city. No one really recognizes it because it would force UN intervention, or piss off other nations.
