We vote for the parliament every four years. The parliament then votes the chancellor.
The same is true for the 16 states. The states have a lot of sovereignty kinda similar to the states in the US. Elections are not on the same day but spread throughout the four years. State elections are usually a good barometer for the parliament elections.
For certain laws you need a majority of the parliament as well as majority of the states.
