Governments realized long ago that it's more effect to control people's behavior if you make them believe they are in control.
Laws have little bearing on your activity. Would you kill your best friend if the State ordered you to do so? No, because it violates your belief system. Your beliefs are the true determining factor.
This is a mostly "free" society, but your freedom is an illusion. You are only as free as you are capable of breaking your programming.
