He depends on functional, working citizens to provide for him; those citizens should be the ones who ultimately have a say in whether or not their money gets spent to feed some layabout. If the guy is just drawing from public funds without contributing anything in return, he's basically a burden to the citizens, not a citizen. If the citizens decide they want to keep on feeding some lazy asshole, fine; if they don't, he can get a job or starve. If he doesn't pay into the public treasury he benefits from, he doesn't get a say. Same thing goes for illegals and whatever the fuck else. Universal suffrage is a terrible idea.
