It grudualy lost its purpose. The economic system of the Roman Empire was to conquer foreign countries, loot them and then rebuilt them as roman colonies, bringing money and new slaves to Rome continiusly.
But the Roman Empire started to overextend and new conquests were either not interesting enough (Germany) or fucking too far to really profit Rome (China, India).
