There needs to be a stronger effort to decrease the ease of obtaining drugs in these regions, not increasing that ease through your process of legalization.

I'm sure legalization will change human nature so that people will learn to use these substances in moderation, even if there's an even greater supply.

Legalizing (and regulating--making sure certain drugs are only from local, accredited sources) will probably make it harder to get in the long run and will immediately reduce the number of ODs because kids will be less hesitant to get help and the stuff will be more standardized (my best friend's older brother died last year of what he thought was heroin that was apparently fucked up somewhere along the production process in a (illegal) lab in DC). I could make a call and have more than enough crack or heroin to kill myself with in the next 2 hours, but it would take much longer for me to get enough alcohol to do so.
Furthermore, Portugal, which decriminalized heroin a while ago, has seen a decrease in the number of under 18 users since.
