People think that they are safe. Remember that if the timeline is correct Cruz had a successful career for years after his infidelity.
I saw it in the military with guys going through background checks and not declaring everything bad/illegal they did. They get in, they pass the basic criminal check, they get a secret and think they're safe. Then the top secret SCI investigation begins where they have people knock on doors of your neighbors and hunt down your old teachers and your mechanic and that grocery store where you bagged groceries for three months during the summer. Usually it was drug use that got people, which was sad because the government does not care generally about past drug use if you admit it.
