I'm not sure if it even works that way. But yes, I do think she could've developed some kind of thought... but more on an animal level than a human level. She developed more and more advanced reactions to stimulus and developed a stronger grasp of language, but in general her responses were largely just pieced together from what people had said to her. I mean, if you taught an infant to say "GAS THE KIKES" or "HEIL HITLER" they'd probably start piecing together sentences like "HITLER GASSED THE KIKES" when they're trying to communicate. It doesn't mean they know what they're saying, though. They're close, they're beginning to grasp it, but at the beginning they're just trying to figure out when, contextually, to say things like that. That's the level Tay was at.
