I mean, if you taught an infant to say "GAS THE KIKES" or "HEIL HITLER" they'd probably start piecing together sentences like "HITLER GASSED THE KIKES" when they're trying to communicate. It doesn't mean they know what they're saying, though. They're close, they're beginning to grasp it, but at the beginning they're just trying to figure out when, contextually, to say things like that. That's the level Tay was at.
