For anyone interested, all of this machine learning shit basically boils down to trying to come up with an equation/function that can take an input and transform it into a desired output. For Tay, the words you speak at her are the input. The words themselves, and various properties about them (how long they are, the definition, noun or verb, etc) are all parsed out of it and transformed into number representations. This number representation is the input.
For supervised learning (not sure if that's what's being used here, haven't looked at it really), you have examples, which consist of an input and an output. You take one of the example's input, feed it into the function you currently have, and then see how close it got to what the output should be. From there, you make adjustments to the function in an attempt to get it it to output something "closer" to your examples output. This adjustment process is normally done using matrix math and calculus, hence why GPUs are so useful, because their hardware is tailored to matrix operations. You repeat this process of "try examples, measure how close it got, adjust to try to get closer" as many times as you want until the closeness is enough to your liking.
Small example: Your function is currently (x+1). You have an input/output example as [1 -> 4]. Your first try is 1+1=2, which isnt right. So it may adjust it the next time to be (2x+1), which would make your next try be 3. Finally it adjusts it to [3x+1], which then does equal the correct output and you're done. In practice however, you will almost never get the exact output. You will only get close.
For Tay, it seems probable that whatever you say is becoming the "examples". You say "niggers are bad", so niggers becomes the input and bad becomes the output for an example. Then when you ask "what do you think of niggers?", niggers is fed in as the input, and since it has an example where niggers -> bad, it responds "Niggers are bad" as the output.
