Go ask your nearest armed policeman if he is trained to shoot to maim. The answer will be no. Firearms are deadly force, only used for meeting deadly force. If you want to maim or simply stop the threat, you use a taser or low velocity riot munition, not bullets. Cops in OP should have used a taser, because there is no credible threat to life in front of them, they outnumber the nignog and are better armed. It shows how long it takes to draw and aim, all of the cops have already drawn down on the man in the OP, and can respond before he makes two steps. Your video shows why a cop should draw down on a criminal with a knife before he gets close, it does not show that if you have a knife wielding man surrounded with guns you should shoot him instead of forcing compliance with less lethal means.

It's not. I've seen it work and it does actually work. A healthy person taking a 9mm bullet to the leg actually gives you a very high chance of living through it, assuming you get medical care, and is almost guaranteed to stop someone through pain/shock.
