A similar thing is occurring with the teaching of boys and girls. Girls generally like stories with characters more than boys. And boys like books with facts and explanations. So what does the education system do? They give story books to boys, then wonder why they are not interested in reading it. They then get classified as disruptive and get put on Ritalin.
Blacks also suffer from stigmatism that arises from affirmative action. If you want to eliminate racial differences, going to a competent black professional would reduce animosity. Instead , to meet quotas you get appointments based on skin colour which inevitably gives a bad reputation to black professionals.

In the 70's and 80's, NYC was a crime infested hellhole and thus many middle and rich class people did not live there. Because they didn't live there, rent and pricing for housing in the area dropped by a lot. When Rudy Guliani came to be mayor, he cleaned up the crime and the city itself. crime rate dropped, more rich and middle classes moved back into city, the real estate prices shot back up.
NYC now is completely different from NYC back then. Times Square is perfect visual example. There's no graffiti on subways anymore like it was 30-40 years ago either.
