The President has to sign any bill that gets passed by both houses before it becomes the law. He can refuse to do so - the veto. At that point, the bill can either die or congress has to repass the bill (with a higher majority than the first time, I think). If the latter option happens he has to sign it no matter what.
He could probably get impeached for that if he pissed enough people off, I don't think there's really any hard and fast criteria for impeachment. But impeachment doesn't mean deposition. Clinton was impeached but was able to finish his term, for example.

The Obama administration has already started positioning massive amounts of troops in states they know will fight back.
You also need to understand US Military Culture. People join the US Military to serve their country, not their government.
Both active troops and veterans of the US Military are the most right-of-center people in our country. So, not only would you have Texas, Utah and probably Idaho fight back HARD, you would see active and retired military fighting back as well.
So, your average urbanite with a concealed carry would probably hand their gun right over, no questions asked.
However, you go out in these "hostile" states where something like 50% of our military comes from and then retires to... you're looking at creating a schism in the US military and a real-actual civil war.
Also note, the US has a military almost as large as China's but we have no where near the population of China. This means that the ratio of veterans / national guard / active duty in civilian areas is going to be way higher than any other country in the world.
tl;dr
The US ( in particular the well armed parts ) is densely populated with veterans and active military, most of whom would be considered to the extreme right of center. The US Military isn't going to grab their own guns and their families guns. It will start a civil war, or a military coup.
