I didn't list the numbers, but there's around 6000 homicides per year according to the fbi. Blacks are around 2500 per year, even though they're 13% of the population.

Here's the problem - San Francisco doesn't organize their crimes, even murder, by race. So Trump could be right about those stats... but if he is, he either has insiders feeding him info from police documents, or he got lucky pulling those numbers out of his ass. Point is - it's unverifiable, even if it's the likely numbers for the city.

The African-American population in America is largely an unfixable mess. Throwing money at the problem doesn't revive communities, lower the prison population or raise test scores.
The problem for African-Americans is that they the need the right education. Trying to adapt them to white education doesn't work, and them dropping out starts the path to single moms and felon fathers. I think we need segregated schools again with mandated attendance. Dumbing down the curriculum for African-Americans hurts the other races, like with no child left behind and common core. By having separate but equal, teachers can focus on getting a basic education for all of them without fear of children dropping out. If they do skip, have cops pick them up and have detention for how many afternoons are necessary until they learn. Take welfare away from the parents if the children can't be found, since they're doing such a poor job of parenting anyways. Hell, use the welfare on schools to provide uniforms and lunches.
I've seen state and city governments spend millions on schools. They buy equipment and buildings that would be great for white students. African-Americans have different needs, and until a white government can figure out what they need without harming other children, they're going to stay in the slums.
