So I come from a small town in the north of England. Not many Blacks here, only 2 in my year at school, one was alright the other was aggressive and angry. Also I love a lot of Hip Hop. Here's my experiences with them since.

Each race has its own attributes that somehow only black people are frowned upon for. For example, I dated an Italian girl, and I can tell you--their families get just as loud and obnoxious as any black family during their get-togethers--specifically around dinner time. But only black people are shunned for this.
White people can also be highly inconsiderate in pubic--often taking a self-righteous, "I'm the only thing important, I'm the only thing that matters" attitude. The key word is PUBLIC PLACE. Ever stop to think that a white person's want for quiet and "decency" is offset by black people wanting to be openly gregarious? But I guess white society sets the standard for "normal", huh?
And over 90% of the drug usage I've ever witnessed or have been aware of has been from whites. I live in a Midwestern suburb in the United States, but I work and do business all over the region and have acquaintances in what you would label the "ghetto" sides of town. But this is just based on my own anecdotal experience. However, if I were to believe /pol/, I would think black people just laid in the streets all day with needles in their arms.
In truth, we are not that different. It just seems different.
