Cars and trucks could still have individual engines but link together to become a continuous line sharing aerodynamic benefits, and there could be larger 'rent-an-engine' vehicles which would be continuously travelling the highways pushing around engine-off linked cars and trucks for a smaller fuel fee than running your own engine.

You could have most of the benefits of rail (efficiency from having a single power source and aerodynamics of an unbroken line) while retaining the individuality and free travel of cars.

Another anon bought up a good point. Even if non-driver less cars are still legal in 20 years it will be financially infeasible to drive any since the rates of insurance will be so high. Driver less cars have already been proven to be much safer than standard human drivers and there is no reason to prevent the auto-revolution.

Mercedes is putting automated driving through its paces, they've repeatedly found one issue with the focus groups : Nobody wants it.

Nobody enjoys having control removed from them. Some things here and there, sure, stuff that's more of a nuisance. But buying something that removes control? No, people won't want to buy that.

And until people do start wanting to buy something that removes control from them, there won't be enough of them on the road to permit such restrictions on human operated cars.

I could see people with self-driving cars getting lower rates, or even won't require insurance, because the company will be liable for damages.
But I don't see insurance rates for everyone else going up, because the risk of crashing will not increase, and the damage during a crash will not increase any more than whatever the inflation is.
