No. Minor crashes (lowsides) won't happen. Instead you'll spin out, high side, get thrown off the thing, or worse. Overall I like your plan, the trailer part does sound a tad iffy but bike trailers have been done before so it's certainly doable. Also don't you think ammo can panniers are a bit played out? Personally I'd opt for a canvas pair that won't dent or break in a fall.
I don't know how big the tank on a KLR is or how comfy the seat is over long rides but I know they're both issues with it's rival the DR 650 so you may have to look into that.

Why not just buy a cheap ass scooter or used Honda ruckus and throw a 2stroke motor inside it? Same horsepower with almost 1/4 the weight? You can make it street legal as well because they don't do emissions on motorcycles/scooters plus The Honda ruckus looks badass especially when you mod it. So i filled my XR650R tank up last week, to the brim. Haven't messed with it since because I'm waiting on a new clutch cover. Moving it out of the garage just now I notice the tank is like half gone.
It has been pretty hot this week and I have had a box fan on in my garage. No signs of fuel leaking and the engine turns over by hand so it didn't escape into the cylinder. Is there a chance that I lost almost 2 gallons of gas from evaporation in a week?

The fuel tap was on, rookie mistake, but if it was consistently overfilling the bowl it would be leaking out the overflow, right? When I push the bike back in I'll drain the oil and see if it's mixed with gas. I pulled the dipstick and it just smelled like oil but that's up in the frame because dry sump so I'm not sure if the fumes would make it to that point.
