What kind of bike could I buy for around $500-700 that's fast and can ride on gravel/bumps? I'd mainly be riding on it the dike near my place which is rocky. Any tips?
Start by looking at an entry level hardtail mountain bike, or a used quality one. Also, look at gravel races, but realize that's out of your budget.

With that budget definitely go used. I'd say a decent mountainbike with at least deore/xt components should work nicely. If there's a lot of rocks I'd recommend a suspension fork and nice big tubeless tires.

My Francesco Moser i got for 175 euros last year, about to paint it fresh, change all the wiring, got some sounds coming out from bottom bracket, guess I will fix it while taking the bike apart, biggest problem with the bike is the hub body, it often skips tooth inside the body resulting in a empty spin on the pedals until it catches the teeth again, hope you understand what i'm saying. Is it possible to fix it cheaply or better just order some new shimano 7 speed cassette hub body? Also the rear derraileur is not going to the smallest cog and is bent a bit I think, is there some alternatives on 7 speed rear derraileurs with short cage? Besides those little problems, the ride is very enjoyable.

Wow, this is really bad advice! With oil there will be no friction and without friction the brakes are useless!
Much DIY advice is to fill those holes the manufacturers leave in the brake pad with some extra braking compound. Sand and two component glue for example.
Keep in mind that Shimano etc. desperately want your money so they leave those holes in the brakepad to reduce stopping power and increase wear!
