Cardiacs really are some of the worst music I've heard and not because it's inaccessible (it isn't, they had a hit and most of their songs sound just like britpop songs from the 90s)

If I understand the question right, I think unless the EQ is some kind of analog emulation with non-linearities based on signal level, it's going to sound the same whether the EQ happens before or after panning or faders
