This is a damn tough one for me. Realistically, I have to say that it should not be allowed.
It's just too damn dangerous and the only way to 'defuse' it is to wait until they're old enough to make the decision themselves; informed and in a sound state of mind to consent. That being said I'd give anything that was mine to give to ensure transgendered people could transition as early as possible.
