The onely places in WEST Europe come to my mind are the banlieues of Paris and maybe Marseille. Literally as young as possible. I don't think pre-schoolers should be shooting real guns as part of school, but I think it'd be very healthy to teach them what to do if they find one, even if it's a simple as making sure they don't touch it.
