Whenever said companies face such allegations they always release a statement that they're investigating the issue and are working to prevent such problems in the future. Then a year or two later nothing has been fixed and a new report shows up. So a new statement is released, once more assuring that the issue is being investigated and will be remedied. Repeat ad infinitum.
Volkswagen is an excellent case in point.
There were existing government regulations on the emissions, and yet they decided it would be cheaper to cheat their way around them rather than abide them. It's not a perfect system since they've gone away with it for so long, but once busted they're thoroughly fucked. While it's possible for something similar to occur in a totally free market, it would require _all_ the consumers to be informed of the deception and then _all_ of them to react in the same way. As I've shown before that's rarely the case.
